Quotation 2
Hi Stephen,
Second quote for Longnor playground upgrade attached. The suppliers have been asked to quote based on a budget of £45k + VAT so the PC can work to a commitment of £4,500.
When we have the letter of undertaking from you, I will re-submit the application to DET confirming the third party contribution. They will then be able to issue the draft contract which will, of course, be shared with the PC.
Kind Regards
Carolyn Chambers – Secretary Longnor Action Group
Quotation 3
Hi Stephen,
Attached final quote for the playground. It came with the following message
Please find attached your quotation. I do have to confirm that this is only a ball park quote as I am awaiting prices for the bespoke trail equipment. We would manufacture a bespoke piece of equipment to utilise the grass hollow at the play area.
I have allowed an amount in the quote for this, probably too much to be honest so I do think the price may come down slightly.
Hope this helps with your bids.
Kind Regards
Carolyn Chambers – Secretary Longnor Action Group

Dear Stephen,
Thank you for your time today. It was very useful. Attached are the documents that have come from the DET regarding the playground upgrade. I have also attached our application form which was submitted earlier this year and before we had the undertaking from the Parish Council to cover the 10%. I see no reason why we should not resubmit now that we have a way forward together.
I will send you the supplier quotes under separate cover.
The new equipment will be the property of the Parish and will be subject to the same insurance and maintenance regime currently in existence.
I look forward to receiving your letter confirming the Parish Council’s contribution of 10%.
Kind Regards
Carolyn Chambers – Secretary Longnor Action Group
Hi Stephen,
Thank you for your message. Your questions will be addressed at the Action group meeting to be held on Monday 19/6. Following which I will be in contact with you again.

Subject: Re: Longnor Action Group playground refurbishment
Carolyn, on 12th June 2017, the Parish Council reviewed the letter from Derbyshire Environmental Trust which was forwarded to myself by Longnor Action Group.
The Parish Council has the following questions;
1) Could you please confirm in writing that the Parish Council are required to fund the whole of the “Third Party Contribution” and that there are no other funds available to Longnor Action Group. The Parish Council also needs clarification of the total sum and that the “Third Party Contribution” is 10% of this sum. the letter asks that the Parish Council confirm that they will be party to a legal agreement and, naturally, we would need to see a full copy of that agreement before we can commit to an answer.
2) Legislation regarding the disbursement of funds by a Parish Council requires that there are three “like for like” quotations available to the Parish Council so that best value for money procedures can be seen to have been properly implemented. Please could you send copies of these three quotations to me as soon as possible.
3) The Parish Council needs to have proper figures for the long term costs of managing and maintaining any equipment provided, including likely insurance costs, annual maintenance etc.. Again, it is difficult for the Parish Council to commit unless there are definite figures concerning the long term liability that we would be placing on residents.
The Parish Council confirms that it hopes that this project goes forward and will do all it can to assist but certain information is needed to enable us to help properly.
best regards
Steve Mansfield
